Assessing quality improvement initiatives when expert judgements are uncertain

چکیده
A new approach for examining quality improvement initiatives regarding errors in the U.S. Census Bureau’s Master Address File (MAF) and the Topologically Integrated Geographic and Referencing System (TIGER) databases is presented. A stochastic multi-criteria decision-making method involving Bayesian weighted hierarchical multinomial logit models is used to conduct inference on the priorities in a multiple-expert decision scenario. Quality initiatives regarding basic street addresslevel address matching, geocoding completeness, and geocoding quality were judged to be the most important for MAF/TIGER improvement at the 95% probability level. The approach allows managers to go one step further in understanding the relative impact of various types of errors on overall quality and thus be better prepared to select approaches to reduce these errors.

Software Process Improvement and Human Judgement Heuristics
This paper exemplifies how better knowledge about human judgement strategies known as heuristics can be used to improve software processes, especially estimation and prediction processes. Human judgement heuristics work well when they exploit a fit between their structure and the structure of the environment in which they are used. This use of environmental fit may lead to amazingly good judgem...
متن کاملDetermining when quality improvement initiatives should be considered research: proposed criteria and potential implications.
Quality improvement initiatives have become a major force in shaping health care. Although quality improvement occupies an uncertain territory between clinical care and research, this difference is extremely important. If a quality improvement initiative is research, federa...

متن کاملFraming Bias in the Interpretation of Quality Improvement Data: Evidence From an Experiment
Background A growing body of public management literature sheds light on potential shortcomings to quality improvement (QI) and performance management efforts. These challenges stem from heuristics individuals use when interpreting data. Evidence from studies of citizens suggests that individuals’ evaluation of data is influenced by the linguistic framing or context of that information an...
